In connection with the spectacular blunder with the drawing of the 24th draw of the numbers 5/35 of the state lottery 2, when the winning number 41 fell, the Minister of Sports Ivan Peshev dismissed the entire management of the Sports Totalizator, headed by the executive director of the lottery Georgi Tarlekov, and notified the prosecutor's office, the Ministry of Interior, the National Revenue Agency and the State Financial Inspection Agency (SFI) due to suspicions of a scheme of abuse and fraud in the game. It turns out that when drawing the draws of the Sports Totalizator, there is no commission from the Ministry of Finance to monitor for irregularities and check the weight of the balls before each draw. The commission was eliminated as a control body in the summer of 2020, when the State Gambling Commission was closed, accused of collecting bribes from Vasil Bozhkov's private lottery. According to the latest published financial report of the toto for 2023, revenues amounted to 394 million leva, and the winnings paid out amounted to 206 million leva. The Bulgarian Sports Totalizator reported a net profit for 2023 of 62.6 million leva and about 50 million leva spent on supporting sports and culture. The toto has paid state fees under the Gambling Act in the amount of 59.2 million leva. An investigation into the activities of the Sports Totalizator has been launched by the Ministry of Interior and the Prosecutor's Office, which have requested access to all available balls and transparent spheres in order to verify whether it is possible for the winning numbers from the Toto 2 draws to be predetermined through secretly installed technical devices. The suspended management of the Bulgarian Sports Totalizator is also being investigated for another criminal scheme from games of chance – theft of thousands of unclaimed minimum winnings from triples and quadruples within 60 days. The investigation is being carried out by the National Revenue Agency and the State Financial Inspection Agency.
