The Government will probably decide in January to introduce a protective duty of 40 per cent on the import of ammonium nitrate, was reported from the Ministry of Economy. This measure was required by the recently established Association of the fertilizer industry that includes the three biggest plants from the branch - Agropolichim - Devnia, Neochim - Dimitrovgrad and Chimko - Vratza.

After the privatization of Neochim JSC less than 1.5 year ago in the company were invested USD 2 million, announced the Executive Director of the company Mr. Dimitar Dimitrov. According to the preliminary investment programme in the frames of 5 years have to be invested over USD 5.5 million. The ambitions of the management are bigger. The investments are pointed mainly to the solution of ecological and energetic problems and to the construction of new capacities for manufacture of combined fertilizers. So far have been signed two contracts for gratis aid with the American agency USAID.

The 9.62 per cent state equity in Neochim JSC - Dimitrovgrad will be offered for satisfying the restitution claims of the owners of the land on which the chemical works is built. According to a decision of the Ministry of Economy the owners will be compensated with the state's shares in Neochim JSC. Some 250 people have right to compensation and have to receive some 444,600 shares. The state however holds only 250,000 shares. In order to solve the problem, the Ministry of Economy suggest that the municipal land commission should issue compensatory vouchers to fill in the gap.

The factory for fertilizers Chimko - Vratza restored its manufacture because of the high demand of carbamide on the domestic market, was reported from the factory. During November last year the work of the factory was stopped because of the accumulated to Bulgargas. Chimko lost most of its markets because of the import of cheaper carbamide.

Nine companies established a council for improvement of the competitiveness of the heavy industry of Bulgaria. The memorandum for participation was signed by the Directors of Agropolichim, Neochim, Chimko, OZK-Kurjali, Kremikovtzi, KZM, Stomana industry, Sofia med and Stil med. The high prices of the gas and the import without control are main problems of the companies from the heavy industry.

The leader of SITUB Dr. Zhelyazko Hristov and the employees of Neochim JSC, Dimitrovgrad requested protection for the national manufacture of fertilizers . According to the trade unions and the employees from the branch the Council of Ministers has to impose a protection duty in amount of 40 per cent for the fertilizers. They insists for a differential prices of the natural gas for the fertilizers industry. At the moment Bulgargas is selling the natural gas for USD 135 per cubic meter In Ukraine and Rumania this price is USD 70

The management of the chemical plant Neochim warned that its engineering team is ready to stop and make safe the installations for manufacture of fertilizers for a continual period. The reason for this measure are the lack of market. The plant can't distribute its production and has surpluses that can't be realized neither the domestic market, nor the foreign market. The bad state of Bulgarian agriculture influences on the domestic consumption of fertilizers and this dictates the volume of the work of Neochim.

The trade company of the Dimitrovgrad-based chemical factory Neochim - Euro Fert JSC, reduced the price of the produced in the factory ammonium nitrate, was reported from the factory. The price of the packed saltpeter will be BGN 269 per ton excluding VAT and the loosed saltpeter will be sold for BGN 280. The factory is reducing the prices in order to be helped the farmers during the most active fertilizing season.

Neochim, Dimitrovgrad will stop the manufacture and start the preparation of the installations for repair on Monday, announced the Executive Director of the company Mr. Dimitar Dimitrov. He defined the last fertilizing season as neither better nor worse that the previous one. The final data for the fertilizing season will be announced in the end of April. The preliminary information is for 10-15 per cent less sales on the domestic market and a weaker foreign market.

Neochim, Dimitrovgrad is working on a programme for liquidation of ecological damages from the past. The total value of the programme is BGN 17 million. The finances is provided by the State, which was the former owner of the factory. The programme will be accredited at the Ministry of Environment and Waters.

Probably by the end of the month Agropolichim will stop the work, announced the Executive Director of the company Mr. Vassil Alexandrov. The reason is that the manufacture is not profitable because of the high prices of the gas and the lack of return of the invested funds. The rest fertilizer plants don't work at the moment. Chimko-Vratza stopped in the beginning of March and Neochim-Devnia - in the end of April.

Since the beginning of the year to the chemical plant Neochim JSC-Dimitrovgrad is working an own laboratory in which are made measures of the water, soil and gas pollution. In this way can be controlled more effectively the ecological pollution that ammonium manufacture causes the environment and to be taken adequate measures for their stop.

In the beginning of June Agropolichim will stop the work because of the reduced demand of fertilizers. The summer pause will be used for repair. The situation in the rest fertilizer plants in the State is the same. Neochim JSC - Dimitrovgrad and Chimko SP JSC - Vratza won't restore their activities until the autumn.

The claim for USD 9 million initiated by the consultant company Arthur Andersen against PA was rejected by the International Curt of Arbitration in Paris, announced the Chairman of the Supervisory Board of PA Mr. Petko Nikolov. This is the first time when the State wins a case of this kind. During January 1998 the State concluded a contract with Arthur Andersen as an intermediary for the privatization of Petrol, Neftochim, Neochim and Sviloza. The financing is on the PHARE programme, part of sum are provided by PA and the Ministry of Environment and Waters. A 20-month term for the execution of the sales of the company was defined. The privatization of Neftochim and Neochim was not executed during this term and the State refused to pay the so called success fee.

The consulting company Arthur Andersen initiated a case in the international arbitrage Court in Paris because of the refusal of PA to pay a commission fee for successfully done work. The company was a consultant on the privatization of Neochim, Neftochim, Sviloza and Petrol.

Neochim JSC is among the biggest producers and is inheritor of the Chemical plant in Dimitrovgrad, started its production activity in November, 1951. At first were produced nitrogen and phosphorous fertilizers. Then were made enlargements, reconstructions and renews of the manufacture capacities. The products of Neochim JSC were welcome at the international markets. The company still keeps relations with partners from England, France, Italy, Saudi Arabia, Jordania, Israel, Syria, Greece, Turkey, Macedonia, Poland, Yugoslavia, Romania and others. From 40 to 60 per cent of the incomes are formed by export.

The chemical combine Neochim JSC - Dimitrovgrad reported a profit of over BGN 6 million. At the General Meeting of the company it was decided not to pay dividends to the shareholders, but to transfer the resources in the Reserve fund. The chemical combine in Dimitrovgrad is the oldest fertilizer plant in Bulgaria and on the Balkans. The company was privatized two years ago. During the first year after its privatization a profit of over BGN 5 million was reported. About 45 per cent of the production are exported.

The profit of the fertilizers factory Neochim - Dimitrovgrad has grown with nearly 50 per cent for the first six months of the year. The leading industrial company in Haskovo District reported pre-tax profit in amount of BGN 6.026 million for the first six months of the year as compared to BGN 4.127 million for the same period of last year. The better financial result of the company is due mainly to the raising of the sales of the company on the domestic market. These sales occupy 60 per cent of the total amount of the incomes from sales. Last year their share was 51 per cent, announced the Executive Director of the company Mr. Dimitar Dimitrov.

There are no reasons for imposing of protection duty for the import of carbamide, as there is no import of carbamide. This is the latest decision of the Protection Duties Adopting Commission at the Ministry of Economy. Thus the procedure for imposing protection duties for the import of carbamide is ceased, announced the Chairman of the Working team Mr. Nikola Jankov. The request for imposing of protection duties was made by Chimco.

The profit of Neochim JSC, Dimitrovgrad as for the ninth months of the year is BGN 5.212 million which is with 19 per cent less as compared to the same period of 2001, announced the Executive Director of the company Mr. Dimitar Dimitrov. The production of the company is at a value of BGN 74 million, or with BGN 10 million less than last year. The incomes from sales are in amount of BGN 78 million, as 66 per cent of this sum is from sales on the domestic market. The major owner of Dimitrovgrad-based fertilizer plant Neochim-Eurofert will increase its share in the company up to 49 per cent of its capital. In November the State transferred its share of 9 per cent in the company for satisfaction of restitution pretences of former possessors of ground on the territory of the plant. The stakes have already been bought up and the biggest share of them is taken by the MEBO that privatized Neochim in 2000 in consortium with the Lebanon company Karimex. The restitution bonds are not still transferred on the stock exchange and this will hapen during the next three days.

Ten companies will negotiate terms and prices for the delivery of electrcity with the producers as from July 2003, announced the Chairman of the State Energetics Regulation Commission Mr Konstantin at the presentation of the Development of the enrgetics over 2002. The following companies will conclude direct contracts - Lukoil Neftochim, Mariza Iztok mines, Stomana, KCM, Umicore, Devnya Cement, Agropolichim, Neochim, Elatzite medet and Asarel medet. They have annual consmption of more than 100 gigawatt hours and have no debts to NEC, as it is planned in the deecree for the privileged clients. The direct contract with the power stations will lead to reducing of the prices of the electicity. The State Commission rejected to Kremikovtzi, State Railroads and Chimco to use these priveleges, because they have debts to NEC.

Ten companies will be able to deal freely with producers the deliveries of electricity in 2003. This was reported from State Commission for Energy Regulation /SCER/. The direct dealing will be only for 15 per cent of the free electricity at the market, the Chairman of the SCER Mr. Konstantin Shushulov explained. The privilege will be used by LUK Neftochim, Maritza iztok mines, Stomana-Pernik, Elatzite Med, Asarel Medet, KZM-Plovdiv, Umicore, Devnia Cement, Agropolichim and Neochim. The opportunity could be used only from industrial consumers which use more than 100 million kWh electricity annually and which do not have any debts to the National Electric Company. TPS Maritza Iztok 2 will sell 250 mWh electricity to the ten companies, TPS Varna will negotiate 180 mWh and TPS Bobov Dol, which electricity price is higher, will sell 100 mWh.
